Corbett School District Board Meeting Held on June 17th, 2020

The below section of this board meeting was a discussion around the OSBA helping the board conduct an interim superintendent search.
Maurine Childs “Sis” – President of teachers union. Elementary Teacher. Past Budget Committee Member. Past School Board Member and Chair.
Hope Littleton Beraka – School Community Member. CSD Budget committee member. “Together for Corbett” web site and Facebook group organizer. That group was formed to collect signatures on a petition to bring in more out of area students next year – contrary to the suggested community covenant by Rob Saxton.
Sarah Herb – From OSBA (Oregon school board association) Executive Search and Events Specialist
Todd Mickelson – Corbett School board chairman
Bob Buttke – Corbett School board member (15+ years now)
Opened for public comment:
This particular portion of the meeting is to get feedback on the qualities & qualifications of the position so it can be approved and used in advertisements for the position. These qualifications are something already established in our district policy. This is just a required process that has to be followed, providing a chance for public feedback on qualifications for superintendent.
So Sarah, does this policy cover social justice equity and racial justice issues? I mean talking about past experience and the ability of an administrator to manage the current times and help navigate staff issues. Does this current policy address that specifically?
Sarah (from OSBA):
I don’t know about specifically and that is actually a better question of the board since this is a board adopted policy of Corbett. It’s not statements that I drafted up for this specifically.
Well like we happen to be at this moment in our nation as Andrew Kirkinen brought up, so wisely, where we would just really be derelict in our duties as community members if we ignore the importance of hiring an administrator that put that front and center so I’d like the board to tell me if this list of duties covers those issues.
So the board does not need to respond to any of the feedback that they are getting tonight. However if the board did want to amend this they can do any adding or editing…she’s interrupted by Hope…..
I want the board to answer the question! Is there a current attorney addressed issue about a racial discrimination social media post currently, is the districts’ attorney handling a problem currently with a student body member and a racist social media post? That just in thinking about what this scope of work or what this new person should be, I just wanna make sure that we’ve got the entire thing covered.
NOTE: The social media post she is mentioning was actually shared on “TOGETHER FOR CORBETT” closed Facebook group which Hope is an organizer for. That video is many years old now and was originally posted by a child. However, it was recently re-posted and seems to now be weaponized against the board chair.
Todd M: So we are not going to speak about things the attorney may or may not be handling because this is the inappropriate time for that. He’s also interrupted by Hope…..
So are you saying that it’s appropriate at almost midnight to spring on the community 2-3-4 things so you’ve got the time to spring this on us but you don’t have the time to pass a budget you don’t have the time to talk about racist language in our community? I would like to know what the priorities are now!
NOTE: The reason the meeting went so late (and this section was almost at midnight) was in large part due to the additional time with the budget committee (2 hours) and comments and discussion that took place because of the “Together for Corbett” groups push to add the 85 out of area kids. Hope knew that full well.
The information that Hope and Sis felt was being sprung on them, was in the board packet days prior to the meeting. In addition it would ONLY be for the interim Superintendent advertisement. As Sarah (from the OSBA) stated (below) in a permanent search it is very different and there’s multiple opportunities for input and feedback from the community.
It is not your right at this very moment…again interrupted by Hope
Oh but it’s your right to shut down nearly 500 voices?!
We tabled it until next week (the budget vote)

Ok so Hope has spoken, lets move on to the next person to speak about this.
So can I ask for a point of clarification here, so Hope is concerned about that

Our job if you choose is to review these qualifications and also add things that we think is important to these qualifications, is that our job right now?
No, what she (Sarah from OSBA) is asking is for feedback comment on what’s currently there, are we ok putting that immediately out in our advertisement to advertise the position. (This is simply procedural requirements to move ahead with looking for a new superintendent by having public comment.)
So what if we want to add to it?
So yeah we can go through it when we have time and we can add things to it. But we have to go through this process here, just to approve it. And it is unexpected stuff we weren’t aware would be required to happen tonight either, but that’s why we’re doing this, it’s just so that she (Sarah/OSBA) can start the process for us and get what’s currently in our policy that’s acceptable out and then when we have some time, we can add to it and that can address a little more clarity to some of the stuff that Hope has mentioned, to be more specific.
Ok I got that, I’m just asking you if we could say please include this in the qualifications, these are our recommendations?
Yes, and my recommendation on that portion is to email the board and Robin with those suggestions.
Here’s the problem Todd its 11:56 you’re asking people to read through this and decide if these are ok and potentially add things to it which will put us way after midnight and we’ve still got quite a few things in the agenda.

My position is there anything left on this agenda that will wait until next week, and let’s address the things that have to be done tonight.
And I think it’s negligent for you to ask us to read through these qualifications right now and say if they’re ok or not? Tthat’s just negligent! It’s just not what you should be doing! It’s not how this process should be working! And you know it! And if you don’t then that is disturbing!

So what will you do?! And how will you get this resolved!
Well we’ll have time for feedback between now and the next board meeting and we can discuss adding stuff at the next board meeting next week

Ok If you postpone this than you have to postpone opening the position. These quality and qualifications are key to the position that’s the driving force behind trying to get it buttoned up tonight. It certainly wasn’t intended to be done this late, but it has been in board books for a couple of days too. Just the nature of an interim search is that there’s just not enough time to fully engage the community, as much as we prefer to, and ….
…. just know that in a permanent search it is very different and there’s multiple opportunities for input and feedback from the community.
